This chapter argues that, with the exception of political violence, which brings about a distinct political dynamic in the Basque Country, Basque nationalism is very similar to other cases of substate nationalism in the West.

For example, arrangements of territorial division of power, through federal or other decentralized structures, have inherent identity-generating potential; after all, they establish boundaries between groups, including some people and excluding others.
